As a clinician-turned-attorney, Nancy is dedicated to serving her clients by delivering comprehensive regulatory guidance across the spectrum of healthcare providers’ day-to-day business operations. Having worked directly as and alongside health care providers in-house, she has a deep understanding of the healthcare system and is committed to helping healthcare providers and entities navigate through complex health regulatory and transactional issues.

Provider and In-House Experience

Nancy received clinical training and worked in various provider roles in hospitals, a community mental health clinic, a school-based behavioral health program, and child welfare setting for more than a decade. Her clinical experience sparked her interest in health regulations and compliance and motivated her to pursue health law.

While in law school, she served on the board of the Health Law & Bioethics Association and interned at a Medicare Advantage insurance plan Compliance Department. She also worked in-house at a large multi-state hospital system, where she advised on complex hospital operational matters, drafted medical staff contracts and agreements, designed corporate and local hospital policies and procedures, and led compliance audits for several hospital-based outpatient facilities. While in law school, Nancy also participated in moot court and clinics as a student mediator and appellate litigator.

Nancy earned her law degree from Loyola Law School, Los Angeles, where she was honored as an Outstanding Clinic Student. She received her Bachelor of Arts (B.A.) in Psychology from University of California, Berkeley and Master of Social Welfare (M.S.W.) degree from University of California, Los Angeles. She is admitted to practice law in California.

Before Nelson Hardiman

Nancy joined Nelson Hardiman after serving as an Equal Justice Works Fellow and staff attorney with the National Health Law Program, a nationwide nonprofit health law firm that focuses on Medicaid policy advocacy and impact litigation.

During her two-year fellowship, she worked as a strategic mental health advocate dedicated to raising mental health awareness and improving behavioral health care access for children and youth. She advised, guided, and provided health law expertise to government agencies, including state Medicaid agencies and the Drug Enforcement Administration (DEA), on key issues, plans, and strategies that impact peoples’ access to health care. She provided technical legal assistance and training to judges, attorneys, providers, and other stakeholders on Medicaid policies. She also developed countless publications and written products to inform legislators, policy makers, and advocates of updated behavioral health and telehealth policies laws and policies.

Her work in health policy focused on the intersection of behavioral health, telehealth, school-based health care services, and crisis services. In 2022, she was selected by the California Health and Human Services Agency to serve on one of its statewide Children and Youth Behavioral Health Initiative working groups.
